Trying to create a system for users to submit a star rating for a user that offers services such as painting cars. I have been able to create a form using Action Forms that offers the:User's Name, star rating, and text box. How would I link the submit button to the user being rated? The rating would show up on the users DNN profile. Would this be a SQL Query or Token? What I'm having a hard time with is the "review" linking to a desired user and showing up on their profile.

I think you should create a profile property for the rating and write to that.
For Action Form information on how to do that check out the documentation .

Timo's idea is probably the best. I also wonder if you could put a MyTokens token into one of the Profile fields. I don't know if it will render there or not, but if it did you would not have to write to a profile field and the token could be easily placed in other opportune places in your site. MyTokens is a companion product for Action Form and also sold by DNNSharp. They also have a forum for questions on their products which might be a good place for you to check. https://community.plantanapp.com/forum
