Blank "Sites" Panel on new install

    I am not seeing anything like this: https://youtu.be/v9cg5zrvxwk . I have installed both DNN v9.9.0-rc2 and went to the sites panel and it was blank. Thinking this was a bug in the RC2, I deleted the db and replaced all the files in my site with  v9.8.1 and went through new site initialization again. When complete, I go to the admin bar and click on the "Sites" option and again it comes up blank. What am I missing?

    My goal was to set up a blank dev environment on my machine then set up a prototype site for the site I am working on using Hosts file to alias etc. Is there some switch in a config file to flip somewhere?

    Or is it possible to just create the entries in the database and forego even worrying about why the sites panel is non-functional?

      Resolved - Upgrading to DNN 9.9.0 resolved this.
