It doesn't look like it yet. As of right now, it's only triaged. This means that it's easily confirmed and appears to be a bug that has a meaningful adverse impact, so if a fix were sent in as a pull request, it would be accepted.
DNN is an open-source and volunteer-based group. We always have to rely first on someone to be passionate enough about an issue to just fix it themselves voluntarily. In some cases, you may be able to simply wait and someone else fixes it for you. However, in some other cases, you might need to sponsor someone (via GitHub) or hire an agency to be sure the update is added for you. (Most people answering questions here are capable of doing that for you.)
The exact method any person or organization chooses is specific to their needs and timeline(s). If you need anything else, please let us know. :)
Posted By Will Strohl on 10/4/2019 6:12 PM I just tried this in DNN Platform 9.2.2 and it worked as expected. Here are the steps to enable and use workflow in DNN Platform's HTML/Text module. Ideally, already have security roles created for content editors and approvers with members added. Edit the module settings by going to the last tab, "HTML Module Settings." Choose "Content Staging" for the workflow setting. Choose how to apply this setting change, Module, Site, or Page. (In my testing, I chose Site.) Save your changes. From there, I was able to verify that the settings saved. I also verified that they were working by doing the following: Logged in as a content editor. Changed the contents in a HTML module. Clicked the "Publish Changes" checkbox before saving. Logged out and verified that the "public" content was the original content. Logged in as an approver. Reviewed the content and chose the Publish option in the actions menu. Logged out and verified that the approved content was now showing. I hope this helps. :)

What are the exact nomenclature you are using as "editors" and "approvers"? I think that this may be part of the issue. I have 'Page Editor"; but am not familiar with "approver".
From what I remember, the original intent was to allow for someone who is not able to edit to be able to approve content. For example, imagine a business where there are interns charged with updating content on the site. They might be the editor, but the Chief Marketing Office (CFO) might be the one who needs to approve the content. In almost all organizations, the CFO shouldn't be the person editing content and they probably don't want to be anyway. So, the Approver in this case would be the CFO, because being an Approver and not an Editor would remove a lot of the UI/UX that might prevent them from being productive. From what I remember, an approver can also be an editor, but not the other way around.

BUT, the current implementation permits the author to ALSO release the changes for publications; thus negating the original (percieved?) purpose of the feature.
I think that this issue needs to be addressed somewhere. I have set up a report showing those modules requiring approval; but that report is not useful if the entire workflow can be negated by the author.

If I remember correctly, that missing feature you're citing was intentional, leaving the part you're finding to be important in the commercial version, called Evoq. (Which I don't recommend for a laundry list of reasons.)
