On this site, a user has permission to edit one page. This is set in the Page Settings permissions. When this user attempts to add a module to the page, most of the installed modules are missing from the list. I would like to have all the modules in this list. If I log in as admin user, there are no modules missing.

I have checked Host, Extensions, and edit on a module that is missing. It is assigned to the portal and is not a premium module anyway.

What else should I check or change to attempt to get the missing modules to appear for this limited user?

If you go to Admin - Extensions and click on the pencil icon next to a module, you can check which roles are allowed to deploy a module. This feature is not present at Host - Extensions as you can have different behaviour per site within your DNN host.
In DNN 9 this still available in Extensions - Site settings tab

Your advice was right on. I had looked there before but did not see any pencils, but since you said there should be, I kept looking. There was a css class for img that was making the pencils too small to see. Using the pencils I added the necessary role to have permission to delpoy the modules. Thank you!
