After upgrading from 9.1.1 to 9.10.2, the website is up and running with the anonymous users and with all other users except the host one!
Once the host user logs into the website, an exception gets logged into the log file and the website stop working! it seems to be an issue with the PersonaBar skins
Here is the error log
2022-06-19 17:27:10,813 [DESKTOP-0M5VG0L][Thread:16][FATAL] DotNetNuke.Framework.PageBase - An error has occurred while loading page. Did anyone face an issue like this before?
Did you upgrade directy or follow the suggested upgrade path?
Did you try to register a new user? If that works you may try to set the column IsSuperUser in the user's table to 1 for that user. Recycle the application pool after you have done this. If you login with this this account you should have a new host account and can disable the old one.

Yes, I upgraded from 9.1.1 to 9.10.2 directly.
I marked an existing user as a super user and also, tried to register a new one and marked it as a super user but I faced the same issue in all cases!
I will try to follow the suggested upgrade path that you sent above...
You should also follow the instructions given here: DNN Platform Upgrades. Best way to do it is using a testing environment, test everything after each step. If something goes wrong find out which extension (module / skin / etc.) does not work and try to get an upgrade for the extension as well. When everything works, make a backup and go to the next step etc. etc. - until you reach the most current version of DNN.
You need to revert the updates and upgrade 9.1 to 9.3 and then onward from 9.3 to 9.10
I hope it will work
