which DNN version were you upgrading from?

This is probably due to a required upgrade of 2Sxc before upgrading to DNN 9.4.0. DNN 9.4.0 includes a new dependency injection feature using version 2.1 of the .NET Core dependency injection framework, and a different version was already in use (probably by 2Sxc). If you can restart the upgrade and do the 2Sxc upgrade first, that should address the issue. Otherwise, you'll need to update the assembly bindings in the web.config with the correct version of that assembly.
