    Given a TabId and a UserId, how would I determine if that user has edit rights to that page?

      Just go to the page and check page settings - permissions?
      Somehow I get the feeling you are looking for a sql query instead of this answer....

        Actually, I was looking for something programmatic.  And, thanks to good people like Daniel Valadas, the key is something like

                var tabInfo = TabController.Instance.GetTab(TabId, portalId);
                var canEdit = TabPermissionController.CanManagePage(tabInfo);

        for the logged in user and TabId being the page.

        (I haven't tried this yet, but it looks about right.
