Updates to website show when logged in, but not when logged out

This is a much stranger issue than something permissions-related. For example:

If I make changes to some text in an HTML module, I see them when logged in as an admin. But when I log out, those text changes don't show. It's like the website is not updating on the public front.

Also, if I add modules, they show when I'm logged in but not when logged out. The permissions are set correctly for All Users.

My DNN installation has several portals (websites) and this is only happening for one of them.

Any ideas what could be causing this? Again, I've double checked permission settings for modules, pages, etc. and it's not that.

I'musing DNN version 9.1.1

Maybe you enabled content workflow for module on that site?
