    After a lot of research I believe the error might be an under powered Web App resource (plan), I will test this again once I get some time to wipe everything and then increase the size o the service plan. The idea was hinted at while watching Chris Hammonds DNN series videos fro 2018.

    Will keep you posted.

      Hi,

      Not sure if you're still looking for help with this but this thread came up when I googled for the same problem, so I thought I'd post my solution here.

      I was performing a fresh install of DNN 9.9.1 on an Azure app service. The wizard completed successfully and then the site showed a 503 service unavailable error. Checking the logs gave me the message that "The file '/Admin/ControlPanel/ControlBar.ascx' does not exist."

      After a little while of frustrated searching, I discovered that the problem is that in the HostSettings table, the value for ControlPanel was set to '/Admin/ControlPanel/ControlBar.ascx' and needs to be set to 'DesktopModules/admin/Dnn.PersonaBar/UserControls/PersonaBarContainer.ascx'

      Making that change and then restarting the site fixed the problem for me.

        This issue was never fixed and with such a non-responsive community I eventually did a minimal install and then gave up.
        The challenge I was facing was a lack of knowledge about DNN and how it is all stitched together.

        I'll update the table and see if I can get it working properly.

          There was already an issue on Github regarding this. Mitch (Azure expert) is more active there than on the forums and was not yet able to replicate this issue. So, I now referenced this thread because it seems a specifice Azure plan that is related.

            Excellent catch Jo Hacker! I had the same issue on a new install of DNN_Platform_9.10.2_Install to Azure and this fixed it for me.
