edit button behavior

we have a requirement in our project where we need to show the pencil icon after clicking the edit button and entering in the page edit mode as the behaviour of the icon depends upon the position of the mouse cursor in the page,

is there a way to make the pencil icon(edit icon) permanantly visible for the page and remove the auto hide based on the curson postion
