All: We tag-teamed updating the permissions in all of the forums. In addition, I noticed that I hadn't yet properly applied moderator permissions. In addition to applying those permissions, I also enabled the grouping of settings for each forum group, which will make this easier to do in the future.

FYI, I got an email after I added the noreply email address to the forum group

Since the notifications were already working for admins, I'm thinking that e-mail address setting was not the fix - but rather, the subscription permission.

They were not working for me nor for Tycho nor David AFAIK

True. They were working for me since day one though, and I believe I had manually added the roles to my user account (all mentioned accounts are superusers).
