I have a site running on DNN 3 and I was wondering if it is possible to do and export and import it onto DNN 9?

No. That approach simply is not possible.

There may be approaches that will help you move parts of the site, possibly including parts of pages.

There are approached that may allow you to move users, and at least many components of a user profile.

If you are using modules that support iPortable, you may be able to move some modules contents.

It would be nice to know the approximate size of your portal, and some of its details.

All in all, I would say that your best approach would be to hire someone who knows how to do these things to at least help you put together a plan to approach the redevelopment/upgrade of the site. Personally, I would view this as a redevelopment, with the possibility of using, in various ways, parts of the existing site.

A little bit of money spent up front can save you a LOT of money spent over the long term.

As long as you do it in steps and uninstall all legacy or unsupported module you should also be able to upgrade the site to DNN 9
