Telerik Error

After applying windows monthly security updates we now get a Telerik error when we try to add an image to a page.  We are DNN 8.2.

The error is as follows

Web.config registration missing!

The Telerik dialogs require a HttpHandler registration in the web.config file.  Please, use the control's Smart Tag to add the handler.

When I google this error I get a bunch of results.  The section does not exist in the web.config, but it never has and nothing else has changed on the server.  Has anyone else encountered this with DNN?

I suggest upgrading to DNN 9.4.1
