Validate CheckBoxList - need help!

Trying to validate a CheckBoxList.  Have tried everything I've found in documentation to no avail.  It just submits with no selection.  I've tried the MustBeChecked="True" and same results.  I have another control on this same form that has a Checkbox with validation and it works great.  

My current code:


                  Be a qualified elector (at least 18 years old and resides in Sebastian County).
                  Be able to read and write the English language.
                  Comfortable learnning to work the electronic poll books and voting equipment.
                  Comfortable working, standing, and sitting for a 13-15 hour day (depending on the election).
                  Available to work BOTH the Primary and General Elections in even number of years.
                  Be able to get along with fellow election official.
                  Deal with voters in a courteous, efficient, and nonpartisan manner.
                  Follow the procedures a set out in the Arkansas Election Law (sworn by oath before serving).
                  Be willing to attend a one-day mandatory training class conducted by SCEC.
