Two things.
1. If you set it to Direct Publish, right below that you can specify to apply those settings to the module, page or site. I selected site and modified that setting for all html modules.
2. The HTML module will not display outside of edit mode if they do not have any content in them. Even if you change the heading to say something other than Text/HTML, until you edit the content they will only be visible in edit mode.
