HTML CKEditor in v 09.03.02 (24) is missing Syntax highlighter tool

I have recently installed DNN v 09.03.02 (24) on my laptop. 

When I login as host and edit html content, the CK Editor shows up ( and not Telerik RadEditor as was the case in older versions). The problem is that these 2 tools are not showing up on toolbar even though they are part of the Full toolset - syntax higlighter and MathJax .I have checked that these 2 tools are included in toolbar by going to Site Settings > Site Behavior > HTML Editor Manager > CKEditor Settings.

Do I need to do something extra to have these 2 tools show up in CKEditor toolbar?

As Timo mentioned, this is an issue that we're also experiencing, which means that the implementation of the buttons themselves has a bug in the DNN provider. I've even tried manually editing the configuration files since the web-based editor doesn't appear to work at all. :(

An issue hasn't yet been created in GitHub either.
