HTMLEditorManager not working after upgrade to DNN 9.4

I get the following error messages when I launch the HTML Editor Manager

 

Current Provider:

 CKHtmlEditorProvider

The current HTML Editor Provider is not supported by this version of the HTML Editor Manager.

Error: CKEditor Provider Config Manager is currently unavailable. DotNetNuke.Services.Exceptions.ModuleLoadException: It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. first make a backup of the web.config
remove the web.config in the folder provider.

I have solved the problem. I had mistakenly uploaded a web.config to the providers folder. This was causing me all kinds of problems.
