Are the language packs still included with DNN 10?

I've installed the 10.1.0 version and there are no language packs to deploy. I have had to download the DNN9 language package and install.

Does anyone know the policy with language packs in DNN 10 ?

I think the update service currently checks if a language pack exists for the Major version and none was published for v10. Can you create an issue about this here https://github.com/dnnplatform/dnnupdateservice
