Localizing Lists

Is there a way to localize lists (names of countries for instance)?

There are resource files in GlobalResources/List_Country.resx

The problem is: in the Membership directory module, the country name is not localized (but I think it is taken from the Lists table, not from the resx file). Is this a bug? Shall I report this in the GitHub issues? In the UserProfile table, I find the value of 13 for Austria, for example. And this is the ID from the Lists table.

Or how can I get it from there?

Membership module is much older than the changes from Peter and AFAIR it bypasses DNN API and gets data directly from the database using its own interface with properties for the client UI.
