Resource Manager Missing on 9.8 Upgrade

I just upgraded 9.8 and following instructions in Git to remove Telerik and also watched this great video https://youtu.be/JNgXXSOQBTs but my upgrade did not make resource manager as an option in Available Extensions. Anyone else run into this? Know where I can get resource manager as a module that I can install manually? 

I see DNNCE_ResourceManager_09.08.00_Install.resources in the upgrade package but I don't see it in the running instance nor know what to do with it.

have you installed it? You can do this by going to Extensions >> Available Extensions, you should find it there...

you could manually rename DNNCE_ResourceManager_09.08.00_Install.resources to DNNCE_ResourceManager_09.08.00_Install.zip

THank you very much @MichaelTobisch and @TimoBreumelhof. I was able to place the DNNCE_ResourceManager_09.08.00_Install.resources file in the install/module folder and Whala it showed up in Available Extensions and install it. Was successful in following instructions in Git to remove Telerik! THank you very much!

We used the Digital Asset Management module previously and now we have started using the new Resource Management module.

While logging in as a regular user (not superuser) the module is not visible, we checked the roles and permissions in module settings and folder settings, they are all match with the user roles. But the module is not visible.
