Is there a method to expose the files in the secure site assets folder via the API, allowing access for authenticated DNN users?

There are ways to do nearly anything you can think of with DNN. It's generally not a question of whether it's possible. Usually, it's a question of how much effort it might take.
In this case, you absolutely could do this. The best thing about this area of the API is that the newest version of the file management features all required a SPA endpoint for the UI. Therefore, you'd have less effort in this case, versus other use cases I can think of. You have less code to write, most likely.
