My steps are the only steps I've ever had to perform. The metatag that you're highlighting isn't something that I've ever had to do for this to work correctly.

I also faced this issue for this what you need to do it simply create a one login page and add the user module there and from the site setting you can select the customer login page still i am looking for the solution but this is a quick hack to solve the problem
