DNN 9: Allow non-admin roles to view and edit users

We have a site where they have some folks they don't want to give full Admin rights to but they do want them to be able to view and edit users. I'm not seeing a way to do that with the core functionality. Anyone aware of a way to do that? Haven't tried creating a persona bar extention before but that may be a way to go. It looks like I might be able to use DNN Sharp's User Management Add-on.

Anyone done this before in DNN 9.x? Currently running DNN 9.4.4.

From what I've found, there's not currently an interface for modifying these permissions in DNN but there are database tables that can be modified if you know what you are doing...
In the database, there are 2 tables related to PersonaBar permissions, PersonaBarPermission and PersonaBarMenuPermission. I looked in PersonaBarPermission and found some promising looking permissions: MANAGE_PROFILE and DELETE_USER. Then I added those permissions to my desired roles in PersonaBar and then tried clearing the cache and restarting the app to see if they would have the desired impact but users with non-admin roles still aren't seeing the Persona Bar at all.

So then in PersonaBarPermission, I found permissions for View Menu and Edit Menu and tried giving those Permissions to my roles as well but again that didn't help.

Anything else I'm missing?

I don't have a direct answer for you, just a suggestion.

Try looking at the permissions set on an account that CAN do what you want. That may give you some ideas.

Did that when I first tried setting the permissions. Didn't help.

Also, I've given these roles edit permissions on a page and to a module on that page and a user logged in to one of the roles doesn't see the Persona Bar at all.
