When you switch on ContentLocalization (see below), the site logo and some other settings are per language, allowing you to set a different logo per language.
For content you can use either a translatable module (a module that renders language specific content, like Open Content) or you can use Content Localization. This also allows the generation of a page per language (where the translated pages are internally linked to the default language page).

For a multi-lingual link in the skin... well, I would use a Text/HTML module in a special pane and display it on all pages (there is a little checkbox in the module settings...). That's what Timo means with "Content Localization". Another way would be to write a special skin object for that.
