Since you all have been so helpful, I shall ask one more question - Do you think the Telerik removal steps should be done before or after upgrading DNN?

You are most welcome. I would personally recommend removing Telerik first. The sooner it is gone, the better your upgrade process will be. 😉

In DNN 9.12 or 9.13 (can't remember) the manual removal steps were basically converted into an automation, so I usually just upgrade, let DNN remove Telerik for me and then do a double-check from the manual steps to be sure. If there are still libraries referencing Telerik, you will see a "Telerik removal" persona bar menu which you can use to analyse usage and remove Telerik with a simple button click when nothing depends on it anymore.
