Configuring a custom Profile field that is a List

Have been searching for a long time and can't figure out how to edit a list for a custom profile field.  Could anyone point me in the right direction of how to do this?  I really wish the documentation was better for DNN these days. I found in the documentation how to create a custom profile, but no info on how to edit the list.

So when I create a field that is a data type of "List" (which this documentation is clear on how to create the field), I have no idea where I can edit what is in the "List".  I want a list of Member Types: Type1, Type2, Type3.  Where is it that I create that list with the member types?  It seems that it used to be in the Localization settings, but I have not been able to figure out how to create the list.

I just tested this and I get a [NEXT] button at the bottom  which I can click to add values ot the list, don't you?
(I'm logged in as Superuser)
