I am in need of hierarchical groups, that can be administered by a group admin.

The group admin would be able to assign roles to users in that group.  Some roles would require a paid subscription, that would be paid for by the group admin.  Some roles would be free.

Is there a way to configure DNN to act in this way?

Not out of the box I'm afraid... or maybe only for "Social Groups", am not sure.

There was a page (that does not exist anymore) on the dnnsoftware.com site to place ideas, and I asked for that feature years ago, but it was never realized.

Maybe you could add a feature request here: https://github.com/dnnsof.../Dnn.Platform/issues - if you are willing to sponsor that feature, I am sure that someone can be found to implement it.

As Michael said: not out of the box.
They way I would look at it:
- You can provide a start and end date to a role
- You can create a page that is accessible to the group admin
- Put a registration module from Mandeeps or DNN Sharp on that where the list of roles is limited to the one you want.

by design (not an optimal one, though), DNN roles and role groups are not hierarchical.
Especially inheriting permissions would not be easy to implement using the given implementation of permissions and grants.
