Error with site groups

I'm trying to set up a site group in our DEV platform. It will create the group but when I try to add an existing module I get this error: 

Error occurred when request service 'GetPortalsInGroup'. We're on DNN 09.13.03.

Any idea on how to fix or troubleshoot?

Hey Scott!

Do you happen to see any more details in the errors in the Admin Logs or Log4NET logs?

You should hopefully see more of a stack trace in the error logs, which will help us all understand better how to help.   😎

I remember an upgrade issue where PortalGroupID value in the Portals table would be NULL vs -1 or vice-versa, can't remember is null or -1 is the right value but I ran into something like that on a site or two.
