Most of my Time Scheduler are STOPPED and not started manually. and this log always coming in my Logs. Even my NEW DNN 9.7.0 Installed immediately after Finishing Installation I saw this error.

I change delay time of scheduler from 1 to 0. It's working now. but it is not stoppable.

About your question, I have to say this problem happens to most of my websites even the new DNN 9.7.0 installation before installing any modules and theme.
I think there is a problem in DNN or Server! But I change the Delay Time in sheduler settings from 1 minute to 0 and all website shedulers working now.
But the problem is, I could not stop again!!! it's new problem after fixing stopped schedular, now I can not stop now! :D
But It's better I ask my question like this:

Scheduler was stop at the begining time and never start manualy also. when I change the schedule start delay from 1 to 0, then it's started as well. but now I can not stop it also! there is problem! this is my question, why not start before changing delay time and why not stop now?

I just logged in on the website and stopped the scheduler. There was no problem there.
** Edit: After a minute the scheduler starts again, so the issue still persists**

Yes I check this new website, It's stopped! because other old website maybe issue that they never stopped!
What do you think? what is issue? where I should check to find cause to never start before changing 1 to 0 for delay field and why never stop after changing 1 to 0? those websites are upgrade from older versions, some from 9.1 to 9.7, some from 8.4.2 to 9.1.1 and then from 9.1.1 to 9.7.0
Also there are several issue like problem in URL and etc...
but here I just need to find this issue. but now started and working, and no need to stop. but, if we need to stop I think It should be stop by Database manualy.
