Trouble Adding Sites in 9.8.1

Couldn't add a new site in a clean install of 9.8.1. Found documentation of the bug here:

https://github.com/dnnsof...Platform/issues/4403

I applied the recommended update to the portal.template.xsd file but still getting the error. I must have missed something. Suggestions?

It worked for me.

I also added the showquickmoduleaddmenu line to the file. This is line 54 in the file. Adding or not adding it did not make a difference. And, I could add a new site with either of the available templates.
