After upgrading from 9.1 to 9.3.2 our Action Menus on one of our Portals appear initially but then disappear once you hover over the container.  If you enter the container from the top right they will not disapear but if you enter from anywhere else they flash and then never come back.

They work as intended on our second portal that has a different set of skins.  I'm assumming this might mean it is skin related.  

We also have an image slider on our site that has broken.  It runs via Java Script.  Not such a big issue but wondered if it might be related.

If anyone can suggest some trobleshooting tips that would be appreciated.

Did you check the browser console? That might give an indication of scripts not being loaded.
Recently I had a simular issue which was not shown in the console. But when I removed a very old slider, all was workin again. So, that might be a solution for you as well.

Another place where you could look is to the HTML source code of your rendered page (I was using FireFox for that). It will mark any invalid HTML in red color, for example opening tags without closing tags. If there is errors, you can narrow it down by making changes to the ASCX file(s) of skin and containers and/or removing modules (in case a module is rendering invalid HTML into it).

Thanks for the quick responses.  I will investigate the underlying scripts and code for errors.  Interestingly I discovered last night that the Action Menus actually work in IE 11.  They dont work in Safari, Firefox or Chrome.

Please also make sure the doctype of the skin is HTML5 and not HTML 4.
