Issue upgrading from 09.13.09 to 10.02.01 70% Installing JavaScript_Library - jQueryUI_01.14.01_Install.zip

Congrats on posting!

I am currently attempting to upgrade an old instance of DNN.

I have copied my files and DB and spun up a copy of my 09.09.01 instance and have successfully upgraded this to 09.13.09.

I have then attempted to upgrade to 10.02.01, but the installation is currently hung at "70% Installing JavaScript_Library - jQueryUI_01.14.01_Install.zip" with total time sitting at over 20 minutes, which I imagine will time out shortly.

Are there any JS errors on the browser?
Have a look in \Portals\_default\Logs and see if there are any errors in any log file.
Make sure your permissions are correct on the DNN folder.
Could any files be locked by the file explorer or anything else. I've notice windows getting a little more overactive about things being locked when open elsewhere.
