No EditBar after upgrade from DNN8 to 9.4.1

I did a new upgrade run.

I removed about 10 old outdated and unused modules,
....placed a few updated modules into /install/module, 
...moved temporally all .vb and .cs from AppCode do a different location 
...started the upgrade,
...moved all code files back to app_code
...fixed a lines in that app codes because of use of deprecated functions  
...and the edit bar appeared.😂
