DNN 9.2 Display Admin Only Red Bar around module

I just built a new page and put Xcillion skin and container on the page.  Added new module and set to admin only.  Still no sign of the Admin message

If you look at the module permissions it has the Admin, Content Editors and Content Managers roles locked off for all functionality options.  I'm assuming that's a correct default setting.

Wait you see all checkboxes set for these roles?
Not sure that's "normal", can you try if you remove all but the administrator rights?

I see a lot of columns. Is thei Evoq? Or has this been Evoq previously?

Yes this is EVOQ.  And not inheriting View Permissions

I personally haven't used Evoq after 08.00.04, but AFAIK this should work in Evoq too.
As you pay for support I would try the DNN Corp support channel TBH.

This feels as if there's something wrong with the page in the database.
What I have done before is create a new page, move all modules to that page and delete the "old" one.
