DNN - odd admin interface

Congrats on posting!

Hi,

We have two DNN portals that use 9.13.9 and the other is 9.13.10. One will be decommissioned (9.13.9), the other will be revised using 10.2.2. and a newer module. It is not an emergency, but one of the sites will be live and functioning for another month.
I went into the admin area and noticed a very strange interface that isn't really functional. Why did this happen and how can one fix this? The file directory is scattered and unusable in many places. Including a screen capture:

I am not 100% sure but it could be some resources caching issues that got fixed in 10.2.3, can you try that new release and see if it fixes it. Other things you could try would be opening your browser dev console, then right-click the reload button and you will see "Empty cache and hard-reload".
That would be on Chrome and other chromium based browsers like Edge. If you are using another browser, you could compare results with others to rule out maybe some browser specific issues. While your browser is in dev mode, you could also check the browser console to see if it has javascript errors when you use the Persona Bar.
