I'm not aware of any *.exe files included with the DNN10 install and I can't find any.

Which files are you referring to?

OK, sorry I see, you mean this exe.
The command being executed was "W:\vhosts\\httpdocs\bin\roslyn\vbc.exe" /shared /keepalive:"10" /noconfig @"W:\vhosts\\tmp\root\ea856d5a\df8b8f0e\fwf1gr4m.cmdline".

This could be like Timo has said, that there is out of date object that is trying to be compiled. I don't know much about this area, but usually I would only expect the recompile if you have installed source code for a module or skin. Could a third party module be installed with source?
I would try and find the object causing the recompile and upgrade it or leave the site on DNN9. I'm not sure finding a new hosting company will solve the problem of code needing to be compiled, even if you can get it to run. Without knowing the third party modules, it's impossible to be sure what is happening.

I have no recollection of this TBH, but apparently it's something from DNN 8.

One of the posts talks about removing the roselyn compiler.

According to Sebastian there should also be an uninstall option in extensions (probably in DNN 9 too)
