I need to create a user account that has all the permissions to edit pages across websites but the user must not be able to run SQL queries. What are the steps I need to take to be able to do that?

If you give administrator permissions instead of host permissions, the user will not get the SQL option.
In a multi site scenario, you could use the Site Groups (new in 9.6.1) to share users across sites.

        Thank you.

What to do if the two sites are of different names?

The sites within a site group must share a common domain name. My sites do not share.

To verify, I created a website (domain) on an existing 9.6.1. install, naming it a different domainname and created a site group. That was without problem.

You should also ensure that none of your third-party modules can run a user created SQL query.
