I am using 9.13.01 version of DNN .In that for the announcement module content, if I try to update the current record's file with the new file its not getting save and shows the old selected file only. How can i resolve this issue.

Sounds like a bug... please report it to the issues page on GitHub (Issues · DNNCommunity/DNN.Announcements · GitHub), thanks!

I don't remember the annoncements module supporting files, what do you mean by "the current record's file" ?

In this section, if I select a file, add a file, and save it, after I want to update the file, it is not saving the new selected file; instead, it shows the old file.

I just tested that in DNN 9.13.3, DNN.Announcements 7.3.0, and it worked like a charm.

Please double-check the permissions in the folder you're uploading to (also on the Windows level, the application pool needs modify permissions throughout the whole website tree).

Could it be a client caching problem?
