What are "Malformed Resource Files"?

Hi all,

when using the Language File Verifier, I get a list of 73 "Malformed Resource Files", that are all not from the translated language (in English there are 154 of this). Here is a screenshot (fresh installation of DNN 09.08.00-RC1, but this happened in earlier versions as well). The XML structure of these files is OK, I can open them using an XML Editor without any errors.

I just want to understand what this means, and if it's safe to delete these files (I don't think so).
