For w3c compliance  there cannot be a span element for headers example:
[span]text[/span]
and i would like it  to be
text
the line that is displaying the title text is a

    dnn:TITLE

How do i remove the wrapped span around the dnn title?

You can't uisng the core Skin Object.
I created my own Title skin object some years ago for this (withouit the span in it), I can add a release to github if you want.

BTW AFAIK having a span inside an H4 is not a symantic error in HTML 5.

        And it's Accessibility Compliance Issue

Maybe you can use a simple JQuery to remove that span tags, will this be enough?
