Localhost install - upgrade fails

    Not trying to go to 9.8 all in one go.  Followed sequence you linked.
    8.4 was a clean install.  No problem
    Cannot install 9.8 clean - fails at 34% somewhere in modules.
    Cannot UG 8.4 insantce either
    All very strange.
    .net at 4.7.2 

    I still think this is some kind of hosting Environment issue as I have done multiple DNN8 to DNN9.8 upgrades (even quite complex ones) and most of them just ran fine, if not, it was mostly a unsupported old module issue. (which is not your issue in this case I think).
    Did you try to reset the NTFS rights before the upgrade? I have seen strange issues with that in the past.
    If that does not help, try creating a new site (with a new application pool), move the site in there and try the upgrade.
    That has fixed my issues a few times too, somehow the application pool had issues and a new "clean" one helped.
