I just upgraded my site to DNN 9.9.0 and its still on the old version of CKeditor (ver. 2.1.12). Is the correct, since I think the latest version of CKeditor is 5x? Should it automatically upgrade the text editor too?? Essentially, I haven't been able to access the CKeditor settings in Site Settings/Site Behavior for quite sometime now, including earlier versions of the site. Anyway, I click on the button to edit the settings under Site Settings and nothing happens. I have to access CKeditor through HTML module (Custom Editor Options), but any configuration changes only apply to the single instance of the module--not global--even if I click on global).
I think you are using Ingo's previous (now archived) CkEditor.
Make sure you have this in your web.config:
