Creating an editing Non-Admin User

Hello Forum,

being new to DNN, I have a possibly simple problem.
My firm needs a user who can simply edit users and module resources. The Admin user should be used to create these objects but changes on a day to day should be carried out by a non-admin user.
What can be done to create such a user?

using built-in permission feature, you may easily create a role "content editor" and grant edit permission (includes delete!) for pages and / or modules.
Delegating user management is not part of the core, there are a few 3rd party modules available, where you may grant access to non-admins as well.
