I realize this is a bit of an edge case, but that's also the reason I want to post this. We had an issue on a client site where some users did not receive the email notifications that should have been sent out, on DNN internal (Social) notifications and messages.
All the settings seemed to be fine, the messages show up on the user profile page, but no email were sent out.
We checked the DNN code and found two “conditions” for these emails to be sent.
For this client B. was the issue.
On this site there were already a lot of users including some test users with external email addresses. At a later stage the client changed the email validation regex so only email addresses with the client’s domain name are allowed. But they did not change or test the existing users for this changed rule.
So any user with an external email address or in this case an uppercase character in the domain part of the email address didn’t receive any email notifications as they didn’t pass the email validation.
As you can see sometimes checks and settings that make perfect sense can still lead to “problems”. I hope this saves someone who runs into the same issue a bit of time 😊

DNN only sent out emails of unread notifications and messages. DNN does a check if the email address is valid before sending the emails and does not send the email if it does not match the email regex. (Security > Member Accounts > Registration Settings) For this client B. was the issue. On this site there were already a lot of users including some test users with external email addresses. Honestly, emails that are NOT sent should be treated as exceptions and logged in the Admin Log. This way, you could've just looked there and seen what was happening.
I think it would be even better if the send email function would have a separate log with all "activities"?
