User login fails after successful authentication

    We have had to rebuild a site in 9.8.1. Users have been successfully imported from the old site and all user details and security roles seem correct. We are now at the end of the development process only to discover that while superusers can login successfully, normal users cannot. User credentials entered into the login form are accepted (no errors) but the user remains logged out (pages still display the login link). Superusers can impersonate the user correctly using Revindex Impersonator. Forcing a password reset also allows the user to login and edit pages successfully but only once. New added users have the same problem.There are no errors in the Admin Logs. Does anyone know what might be causing the issue and how to fix it?

      check the eventlog of the machine and check application log

      doe you see authentications error like:
      Event code: 4005
      Event message: Forms authentication failed for the request.

      problem can be in:
      - forms authetication not enabled in iSS
      - not the right machinekey in web.config;
      - SSL certificate / https redirect
      - primary alias not set

        I didn't find any errors (I think I am looking in the right places) and the settings are correct. I am posting the solution to my issue though in case it can help others. The login failure was caused by data consent being active but users were being redirected to the wrong page to give consent.
