I'm working on DNN 9.6.2 and I'm searching for a free module or solution to able a specific user role to create or delete users.
It seems simply request but I'm no able to find any solution.

I don't think that such module exists. As DNN user management relies on few and simple tables, it should be quite easy to develop a module without writing code: I'm thinking about deploying some forms with dnnSharp Action Form module and using SQL sentences to create, edit and delete user accounts. Once you have these forms, it's easy to give anyone access to them.

In fact creating a user in ActionForm is one of the ' actions' so no SQL knowledge needed :-) But...it's not for free.
This is also an option in Open Content, which is free. There's a first setup here, but it still has some issues (localization):

Yes, I know that module. If I remember well, it was designed for some DNN Extensions Contest, quite a few years ago, and it looked really promising. Unfortunately, its developer abandoned it and that module has remained frozen for more than 4 years. Fortunately, source code is available for anyone who wants to upgrade it ;-)
